Give Ultimore a Cooldown if it's Going to be Released.

I say this specifically for someone like who doesn't really have a cooldown for it to begin with. If he obtains 65% cdr, his rank 3 ultimate cooldown will be 0.7 seconds. He can also stack this every 8 seconds or less the very second he hits level 6. that's a minute and twenty seconds to get 20% cdr on it already.

Basically, I just want a minute or two cooldown so champions with little to non-existent ult cooldowns can't immediately get 20% cdr for their ults. just to name a few.
