Is Blitzcrank getting any changes?

Blitzcrank is a very old champion and his kit is full of problems. Problems: For starters his Q is pretty much unavoidable early on since Q's hitbox is even weirder than pre rework nidalee and the only way to escape him is to burn flash or another mobility skill (but even so his E is still going to hit you, because reasons). He deals A LOT of damage for a support. He is a jack of all trades (has hard cc, plenty of damage, tankiness and mobility) and doesn't have a gameplay identity (most play him support but with these traits he could as well be a fighter top lane).

My Suggestions. Firstly reduce Q's width. It's weird and noone likes it. Then reduce the range and damage of his ult and/or increase it's cooldown (500 Damage +100% AP is TOO MUCH for a button press at 20 second cooldown not counting the bolt that may have hit you for another 300 damage +20% AP). Then remove his slow on his w because it is only weird, and make his e work like fizz's q (if out of range then knock up isn't applied).

Overall he needs an update to bring him to modern standards. But until then he needs some balancing. Yes he is good at low elos and bad at high elos, git gud and stuff, but let me remind you that Gold+ Blitzcrank hovers at 53% winrate with a 14.1% playrate while ahri who is complained on the boards right now has a 52.7% winrate on 15.3% play rate.

I wouldn't say Blitzcrank is a "jack of all trades". All of his hard CC is single target. Apart from items, he provides no heals, shields, or buffs to his ADC and doesn't offer a whole lot in terms of gank protection. He's really only a good pick for kill lanes. He suffers hard in team fights if he can't create a good pick and he can put his team at a disadvantage if he makes a bad pick (i.e., pulling in Amumu, Leona, Alistar, etc...).

Last year they gave Blitzcrank a pretty hard nerf by increasing the CD of his ultimate at lower ranks. If I recall correctly, the CD at rank 1 used to be 20s and now it's 60s.

Unique Playstyle = Never getting big changes Take Singed for example, he never gets any direct changes to him.
