Does Armor Pen|Lethality still good after the changes? Does building on him is good when you are going Armor Pen|Lethality build for extra mana increase?

Late game you dont really need the mana increase, late game your E is free, and by then your mana is high enough to where you really dont need to worry about it running out. especially if you build item 3508 on him.

Maybe item 3006 for item 3158 ? Because too much of exceeding CDR right?

On that build yeah you can, sometimes I dont run essence reaver because I can usually manage my mana pretty well, item 3158 item 3071 item 3142 gives you 40% CDR. you always want 40% CDR on lucian so you can get the most our of your passive and dish out some massive AA dmg in teamfights, also helps with trading

The whole point of going the armor pen build was to have an extremely strong mid game power spike at the expense of a weaker late game. Crit builds provide a stronger late game but weaker mid game. Manamune is a scaling item that is best late game.

By mixing armor pen items with manamune you either gimp your mid game because you go tear early or you never gain the stacking benefit from manamune because you get tear later. To simplify, manamune should not be gotten with the armor pen build because they don't synergize well together in terms of power spikes.

Lucian as an ADC is defined by a strong laning phase and a very good mid game but doesn't scale as well as some other ADCs late. For that reason scaling items like manamune are not normally bought on Lucian because it weakens him in the early/mid game when he is strongest and needs to snowball.

If you have mana issues with Lucian it's better to go a crit build with essence reaver. Probably the most effective build is to go yommuu's and black cleaver early and then pick up essence reaver and crit later.
