Low Quality Skins (please read)

Hey everyone, just had a thought in my mind that Riot could sell 750 and below RP skins (750, 520, and 390) available for IP. Maybe? Maybe once or twice a year? So long-time players and hard-grinders could dish out that bank of IP. But still, I'm not against chromas that Riot is working out on really hard and its good. Just a cool concept don't you think?
