Has Riot ever considered transfering a kit to another champion?

When giving a champion a VGU there are often people who love the old kit of the champion but that is often totally scrapped because it didn't fit with the character at all like Urgot. There are also champions that really need a visual update like LeBlanc, but any change that would shift her towards something that matched her thematically solid would make people who play her now angry. Even champions like Aatrox who's playstyle and personality are nothing like his old one. I'm not trying to say that all VGU's are failures by removing old kits because some were just broken and horrible.

So back to my first question, why hasn't riot tried to completely VGU a champion, lets take LeBlanc for example again, and completely change her kit to match a correct thematic. Then move her old abilities to a new champion that would match them a lot better.

I can imagine some people would not want someone new getting old abilties just because it takes away from any creativity in designing them, or rather force a character into existence just to revolve around another kit...but maybe it could happen just by accident or there is a champion who gets designed and their abilties could naturally fit into someone else's. Riot has also mentioned that they liked old Urgot's ult and it has a chance of getting some sort of reincarnation in a future kit also, which also is similar to this.
