Who thought the "you have to lock in" thing was a good idea?

I wanted to play some ranked today since I had some free time and I was 7 LP from getting to Promos, but every game I got in there was one player that wouldn't lock in. There weren't AFK, they would ban champions, but they couldn't lock in, and I gave up on playing it today. And if it was to stop people from AFKing during the game, I've had more people start the game AFK since the new system came into use, probably because they can't leave to do their thing before hand. Riot needs to fix this soon, getting to get into a ranked game shouldn't be harder than playing it.
