For levelling a smurf quick? Yeah They stack so if you buy both types and play games non-stop you can go 1-30 within a couple days Only issue there is that you'd lack IP for champions for ranked

I believe XP boosts give you double XP, I'm not sure. Someone correct me if I'm wrong. So do you want to take 37 hours, or 74 hours? lol

If you have less time to play matches, the faster scaling can help you get to the more competitive level, but generally is only advisable for MoBA players. The IP into runes starts falling short, the skill you develop is lessened and generally you find yourself behind despite being level 30 faster.
