"A penalty was issued" doesn't necessarily mean "banned". Could be chat restricted.

If someone can't use the chat box correctly, why should they expect someone else to use the mute button to compensate for that?

Correction. The best feeling ever is going against a mastery 6 yasuo who spams his mastery icon while your second time on a champion and dominating them without help of your jungler. (i did this and won as kled, it felt so good to dominate a ass like that.)
