Why there should be a report for "Doesn't deserve this rank"

With season 8 coming to an end I, along with many other players have desperately tried to grind up to the next rank. In my climb from bronze 5 at the start of the season to silver 1, I have noticed a small, but annoying group of players who in my opinion, truly don't deserve the elo that we are playing in. I first began noticing these types of players around bronze 1 elo. At first I thought these were new player because I knew that this was around the elo new players began there ranked journey, but as I've climbed farther and farther away from high bronze/low silver elo, these players seem to still be a common occurrence. On multiple occasions these players have lead to me feeling like my elo is being stolen from along with me feeling super upset.

Now I know at this point many people will be thinking "Your just bad, and want to blame someone for your own failures." and this may be true but I truly do believe that if there was some way to better separate players who don't belong in a elo and ones who do it would not only promote a fairer playing field but it could also create a better environment for people who want and deserve to climb out of an elo. This is where I came up with a report system for a person "Not deserving of _____ rank/elo." This report system would never affect players in their placements based on the fact that these people will often get a drastic change in elo after playing a few games and hopefully these games will put them in a good rank. The way I envision the way this system would work would be that after a certain number of player report you for not deserving of a rank over the course of a certain number of games, you would be placed under a watch. This watch system would analyze your next few games to see things like impact (dmp,cs,ect) and it could even watch for things like the grade you get, ect. If you did good during these games then the watch would end without consequences, but if you do bad during these games then you could be moved down a few divisions. In exchange for being moved down a few divisions you would receive an Lp boos making it so after wins you would receive a more Lp then normal.

I'm just wondering what you all think about this idea. Note: This system would not be a common occurrence, you would have to be reported several times over a lot of games before the "watch" would began. any ideas whether positive or negative would be gladly accepted. I just wanted to tell people and see what some of the community thinks about my ideas.
