Rune is underpowered compared to other options in precision. In burst meta, 1.5sec is way too long to activate. Try reduce to 1sec or less. Thnx

Or they could have it be ramping AS instead of just a burst and it not have a CD at all. Novel idea giving ADCs a DPS rune instead of a burst one.
