Morellonomicon needs 20% CDR to be a unique passive.

You're correct in saying there's not much to discuss here, you've offered so little that it's near impossible to start a discussion. CDR is not something that needs to be unique. If a particular item is a problem it should have it's CDR reduced, but I do not believe Morellonomicon is such a problem item.

Morellonomicon needs a cost increase. As it stands, Morello's is the best first item for any squishy AP. Even some non-squishy AP champs are going to build the thing first.

Non-unique CDR is fine so long as the item is fairly costed.

Well either all CDR passives should be non-unique or all CDR passive should be unique.

Riot just isn't consistent. Items released in S2 all have unique CDR passives, items released in S3 all have non-unique CDR passives.
