I completely agree OP, it's frustrating and crappy to have to deal with.
But in case Riot doesn't change this, I'd like to recommend a strategy you can use to help you avoid this problem.
I've discovered that it helps to shove the first minion wave towards the enemy tower by fast-clearing it. This sounds counter-intuitive (I know) but trust me on this. What happens next is that the minion waves meet evenly on the other side of the lane, allowing the enemy laner's minions to slow push the wave, then you can relax and just last hit the wave as it slowly drifts closer and closer to your tower, giving you more and more safety. Sine you know when Warwick is likely to want to gank you, you can try to set this up ahead of time so that it is near your tower when he would normally be free to gank your lane.
Another benefit of this is that you reach level 2 before your lane opponent, allowing you to try to get a strong early trade on them if the match-up is favorable for you.
Give it a try and let me know if this works for you, I've had success with it and I bet you would too.
