Autofill should be active when wait times average less than ~12 minutes

Seriously, why am I getting into champ select after 3 minutes, someone dodging, then getting autofilled to support after a 5 second wait in plat 5? I would honestly rather wait 5 more minutes for my actual role instead of waiting 60 seconds to get autofilled. If queue times are on average over 10 minutes in the current ELO, I would understand autofill (kinda, 15 mins would be a lot more understandable because I'd still probably wait 10 minutes instead of 1-2 to guarantee one of my roles), but if the queue time is averaging about 4-7 minutes, why? I'm pretty sure 90% of the playerbase would rather wait 7 minutes instead of 1 to not get autofilled.

Off-topic but another thing that annoys me, why the fuck do queue dodge timers carry through different queues? I would understand blind-draft norms, but norms draft to fucking ranked? what the fuck? I got a 30 min queue timer and -10LP because I dodged in ranked after I dodged in a draft game about 5 hours ago because someone banned my champ (after I declared them) and I really wanted to play them.

I actually find autofill quite funny, only because of a scenario that happened to me last week:

-Starts queue with a forum-person at 6:30pst -gets a potential game-queue at 6:33, someone declines -gets 3 more potential game-queues at 6:35, 3 more people decline -gets into a pre-game lobby at 6:37, someone dodges when their yasuo is banned -gets 3 more potential game-queues at 6:38, 3 more people decline -gets into a pre-game lobby at 6:41, someone dodges again when they get autofilled support (wanted to go yasuo jungle) -gets into a pre-game lobby at 6:42, game finally starts at 6:43 -game goes 46mins because both teams can't close, finishes at 7:29

1 hour, 1 complete game. Autofill/queue times are definitely the problem right now.
