A Question About Bard's Passive

Alright, so I am extremely excited about Bard, and there is one question about his kit that I would like answered.

My question pertains to his passive, specifically regarding the chime collecting.

Is there a cap in the number of chimes that you can collect, or is it theoretically possible to keep collecting them forever?

and if there is no cap, what keeps scaling?
