fiora was broken batshit op a couple patches ago and so riot nerfed her. They took away her ult movement speed and lowered the movement speed she got from each individual vital. this proved to be too much so they reverted the movement speed buff. Now on the pbe are changes that revert the ult nerf as well so fiora is back to the same place she was before.

WHY

you can play whoever the fuck you want you're not escaping fiora when she has a permanent movement speed buff towards you. go with the doubled duration on procs. that provides some counterplay for the enemy besides "don't be standing next to her" it gives you a way to deny her movement speed.

can't wait to see fiora every game as a splitpusher in worlds

They nerfed her at the same time they released Bramblevest. The two combined made her lose more power than intended.

Fiora was definitely OP in her previous state and the nerf was well deserved. However, currently she just cannot get her ult off because her ult stays only for 8 seconds and you need to proc 4 vitals. Any champ with brain will either use a wall to its advantage or use its cc/ speed boost after she ults.

What makes fiora so bad is her team fight potential, which is simply lack luster. She has her W on an incredibly long cooldown so you'll probably only use it once in a team fight. Then she has to proc vitals to do her true damage but in team fights its incredibly hard to do that. Thats why she is used as a split push champ and that is also why she should be able to 1v1 any champ as she excels in duels. With hardly any mobility, CC and burst, i think she deserves atleast the title of the best duellist.

Lastly, doubling MS on Ult vitals is a bit too much, maybe 1,5x the speed of the passive on Ult vitals.

A lot of pain points people had with fiora was her well rounded early game which was nearly lane bully levels of good around say Renekton. But that early game came with a God like late game 1v1 potential. The introduction of bramble best severally cuts her early game power down to levels that you just can't seem to comprehend.

To put this into perspective let's look at a level 6 fiora looking to heal off 4 vitals against a bramble vest with say 40% magic damage reduction, short of 50% being 100 MR. This is being generous.

Fiora at level 6 heals for ~58-60 health on a vital proc. It is 30-115 based on level for context. Taking into account grevious wounds and MR vs the thorns passive base 20 damage off of just 4 hits you are looking at a difference of 23 health per a vital to 92 on all 4, and 58 to 232 over 4. This is a huge cut in healing which is at least over 50% reduction. This difference will fluctuate as the game progresses but I feel like highlighting the early game strength of bramble alone is the key point here.

I realize this is ignoring a lot of things but I'd rather not drag this on with more points unless you mention more concerns.
