Is that really the only reason? He can infinite jungle once you get used to him, He has strong ganks and counterganks, and you don't have to wait until 6 to get decent ganks. (Although they are admittedly stronger at 6) His taunt is also very valuable. Why isn't he popular? Is he weak?
Tikail2 votesHe was never really popular and he was a great left-field pick until they nerfed the his Q. In this meta, it seems that he just can't keep up with how quickly the carries are leveling and snowballing. Which is a universal problem right now.
All of the hidden extra damage just melts through his health and shield and the new LW items are designed to specifically destroy him. It would help if we didn't have all of the AA champs doing insane magic damage on top of the ridiculous physical damage they now do because it is so expensive to itemize any tank stat now. So you have to make a choice for stats and pray it was the right one.

So, TLDR; Tank itemization is in a bad place right now and this hurts Shen? I see. (I didn't understand at first because i always build 
as my second item.)
