New Ranked Qualification Idea.
To play a champion in ranked you have to have at least tier 2 - 3 with them. Keeps people from first timing champions, or playing unfamiliar champions in ranked.

I could see this working better with champions that have higher difficulty ratings, you probably don't need level 2-3 to figure out how to play Annie or Caitlyn.
