Why Sivir didn't receive buffs following Statikk Shiv nerfs in patch 8.6?

It seemed clear that Sivir waveclear was a bit too strong before this patch, but after Statikk Shiv nerfs, Sivir is much weaker than before, as she doesn't synergize as well with any other AS/crit item (unlike other champs that were abusing Statikk that can easily hop on the other AS/crit items) and waveclear is pretty much her schtick alongside the occasional utility for the team with her ult

Sivir is an especially important champion to look at, because she is a noob/fill-friendly ADC and a good marksmen class balancer, as because of her niche when she is in healthy state she can counter any ADC and be countered by any ADC because of her unique utility niche, so while it was bad that she was so situtionally strong (especially in competitive), it would be just as bad if she became too weak after those changes, as a state when she get beaten by other champs at her game lead to a bad state for ADC (like the period some patches ago where she couldn't outwaveclear pre-nerfs Kalista which generally lose to Sivir in that aspect of the game, leading to a bot lane meta where very few champs were viable)

I think range buff of about 25 units would be nice without making her too strong and would just allow good Sivir to farm better early on without increasing her power What do you think about?
