Teams who Surrender a Winnable Game

First of all, I know this will be a controversial topic and one that lots of people with pick holes out of and disagree with but here it is:
I'm just going to throw it out there that if you are constantly spamming the surrender vote in a (WINNABLE) game - I believe you SHOULD lose more LP than a person saying no and not wanting to as it could be a winnable games - I know people will have counter arguments to this such as: "But some people will just say no after people have pressed FF to not lose as much so its not fair" or People want to save their time (which is invalid as it's a game and by the same token may be wasting others time if it is a winnable game). I believe that spamming the surrender vote is a good indicator that people don't want to win in ranked and they give up easily which goes to show their IRL mentality also - that they give up on things really easily. I reckon EVERYONE in the game has a right to surrender but should only be able to start a surrender vote once per game as this gives your team 5 chances to surrender as a team instead of one person griefing and intentionally trying to tilt the team but spamming the ff vote if something isn't going their way. The way to lose LP should be incremental as to how many times in a row you're spamming the ff button in a game. Do I think surrendering is a bad thing? No if the game is completely over in a few minutes but the point im making is just because someone is angry/tilted doesnt mean the game is unwinnable and it sucks to ruin the game for that one person trying their best to win even when they culminate in a loss.

I know this is probably a daft subject but I just wanted to know your opinions on it also.
Before people comment them - I am aware of loopholes and flaws in this logic.
