Bruiser Talon
Just played against a bruiser Talon. Titanic - Black Cleaver - Warrior - Deaths Dance - GA
He still one shots carries while having 3K hp and a GA
Is this by design or am I the only one weirded out by this?

No this isn't by chance. I main talon and go bruiser. His moves are now more spread out instead of being an instagib champion. His W takes time to return and his stealth is good use to make the enemy team think your gone. The Momentary confusion can help you get you to the ADC which would most likely be running. Q, W, get the kill, and leave. The problem is and has always been is that he has no "perfect" escape like zed and his shadow. This is why bruiser talon can still do incredible damage but also get away very alive. It's a great build tbh
