Cinderhulk? A late game change?

First off I have no problems with Cinderhulk, others do so I am suggesting something a couple of people I talked to said.

Possibly Change cinderhulk Bonus Bonus HP to be 7% + 1%/lvl (25% at level 18) This way it's not immediately a huge hp boost and becomes a later game item with good scaling throughout the game?

What do people think on this? (I'm just relaying a thought)

I think cinderhulk is in a good spot now.. gives warrior its 5 AD back and tweek/buff magus/devourer and we are golden.

I personally don't think this is super necessary.

Live Cinderhulk already doesn't scale super well until after at least one or two additional items, and you are likely going to get boots sometime in there two.

By the time you get enough bonus health for this change to make an impact, it doesn't have an impact because you are already almost level 18.

Keep in mind that Cinderhulk already doesn't provide a whole lot by itself in terms of stats, and doesn't give a whole lot until after getting 2-3 tank items.

Early-game Cinderhulk is weak anyway. % of bonus health is already weak early game and scales up. That's the nature of % bonus health.

After the damage nerf, I almost never build it anymore. I now play the more bruiser-type junglers with Warrior.
