So, I've played roughly 30 games and gotten 1 key fragment, I'm sitting here with 4 unopened chests... wtf riot.

how many key fragments have you already gotten? were you playing champions you owned? how many of those games did you win? were you queueing with a premade?
I had the same problem. I was constantly playing ARAM and got my first fragment in 40 games. Only 80 more to go :D
Key fragments are time-based not game-based. You should get 3 frags every week roughly
