Seriously, how the fuck do you play against this? Can't catch him, can't kill him, can't chase him, you literally have to just leave him alone or you run the risk of the enemy team taking all of your towers while you chase him around for 2 mins straight, but if you leave him alone, he takes all of your towers top. It's a lose-lose.
Group on objectives and force 5v4 fights if he's taking your top lane turrets.
If you see the enemy team pick Singed, you damn well better pick something with waveclear. Even a support can pick something like Zyra to help keep waves clear. The only time Singed becomes a huge problem is when you refuse to change your pick-intent to counter the enemy pick. Singed is annoying as hell, and you aren't going to get many kills off of a good one, but you can easily swap your pick to something that can deal with his lane pressure and nullify him. People just refuse to swap from Riven and get angry when they lose.
tl;dr you play against this by picking someone with waveclear
He doesn't push towers fast enough to really be a problem. Not like Trynd or Jax anyway.
Just group 5v4 and shove mid and he'll have to respond or lose.
I only start to get annoyed with Singed when he starts taking multiple lanes minions.. Sure your toplane can build ZZrots and facetank the wave, but I don't think your midlaner can, but your midlaner can't push now either.. so they can't roam without losing the turret because the incoming enemy wave will have 6 full hp minions, maybe more.
I think being able to simultaneously push two or three waves is a bit much. All singed has to do is eat one wave of botlanes minions and they are suddenly pushed under their tower ready for [insert tanky meta jungle] to 4 man dive them, take first tower and first dragon.
Your mid laner can't roam down after their lane opponent, cause they don't have allied minions to stop the push in mid. Your top laner might be able to come, but it'd require teleport and even then.. ZZ rot's can't hold forever, especially if Singed has one.
I just find his kit as a whole toxic, and I'm thankful I don't see him very often.

As Time And A Half says. He is pretty shit at team fighting, and even when he is with a team composition where he does well, people who play him have a tenancy to still do their own thing, i.e. split push.
Any time your enemy is split pushing, you should have your whole team group on objectives because the enemy will inevitably have a numbers disadvantage.
