Veigar change during this magical mage update

I read over what it said about veigar, but it's so vague, I couldn't really what was going to happen to my little pal. So, does anyone have the facts or a better explanation, or do I have to wait and hope nothing to big will happen

For example, By reading it, it made it sound like veigars Q passive is now just his passive? Am i correct in saying that, and if so, will Q receive any sort of buff after taking away a full ability (Veigar's old passive for helping the struggles through early game sustain)
