My one thought for bard that could, maybe, bring him as a better support with more cc and which helps with his other abilities. Maybe his W could, like the initial point and click heal, could have a 50% slow(the same speed as the speed up)
Helps him line up his Q Helps catch people out as a roaming support Slows people if you don't have your Q up If you want, can help land the R
I think Bard is fine and doesn't need any buffs.
His playrate is decent. His winrate isn't too hot because he relies a lot on coordination and he's far from being the easiest champion to support.

Has never been in the meta. He doesn't have a kit fit for a meta. He's just an outlier that fills a niche role.
