New 120 AP item should be DefinitelyNotDFG

The DFG changes should have just removed it's active component and reduced it's cost. Every champion balance change following it's removal has blown up in Riot's race. The game needs 120 AP/10% CDR item. I'm sick of buying 2 morello's as the only viable way to hit 40% CDR, and I miss 10% CDR in my runes and masteries. The game does not need "compensating buffs" which in practice gut the very champions they are supposed to help.
