Garen's changes are broken

The Garen changes make time deal too much damage to all champions, he only needs 1 item then he wins his lane, roams and dominate the rest of the game.

i experienced this last night as poppy, while i did fine as poppy as a whole and farmed well he easily seemed to chunk my HP, now i managed to use poppy's passives to stand toe to toe in lane but i could never kill the guy, or push him out of lane not without fully committing and i haven't yet got the full feel for poppy's all in potential, i.e. CD management, positioning etc so I didn't go hell for leather but still his damage with 0 items was insane, i couldn't trade with him not without dying, hell i tried and over-extended once but still held the lane but he was very oppressive.

i guess to deal with him it's quinn, lissandra territory, hell my pocket pick is thin top into darius just melts him its awesome so I'm sure it would work v darius too, of course you forfeit a frontline if you don't have a tank jungle so i only do it as a counter pick and in the last two picks so i know the team comps.

p.s. i know poppy is very powerful right now but i used it as an example power pick vs under the radar power pick
