Go with the fan idea and give him a bowler hat. This was a skin idea that popped up around 3 years ago like we are just now getting to it and you dont give the bowler hat?

They use the fan creation as inspiration, they don't copy it detail for detail. Another example of this is Arctic Ops Varus , he was originally olive and drab according to the fan's post. Riot took inspiration but went with an arctic theme/G.I. Joe look.

I think the hair is more fitting than a bowler hat. The hair is pretty iconic on mafia thugs, and reminds me of the style in like Peaky Blinders and old comic books.
