so I was practicing my support today when I noticed something odd, in a high plat MMR game there's a gold evelynn with a 20% wr, I thought "oh its probably someones duoq", nope, playing solo, "oh he was probably boosted last season", nope he was also gold last season. so how tf does this happen?

Could have boosted. I'm curious as to how you know he didn't duo, though?
If its not from Duo and their Rank last season is not in plat then generally that would be some one abusing preseason for a better soft reset.
I can't check thou cuz its not an NA account and I don't know where to find her match history. Look @ ranked games during the preseason months.
If they did like I did and grinded a high MMR in preseason then your Lp gains are heavily slanted even after placements. You can do the opposite if you wanted to drop some MMR as well. Play different roles and champions during preseason to lower your starting balance. Its less effort then making a smurf and you don't ever have to go out of your way to int and risk the ban.
Other then that. No idea. Positional MM fuckery possibly thou that seems unlikely.
