If fleet footwork is getting nerfed for ranged, then can Viktor get some compensation buffs?

I get that fleet footwork is broken on ADCs and I'm fine with it but can Viktor get some buffs to compensate? Fleet footwork is Viktor's best keystone for him to sustain in lane to get 1250 gold for his hexcore. Even after the buffs he got in 8.3, he still sits at a 48-49% winrate. Just make Prototype Hexcore cheaper if Viktor will have less sustain in lane.

It is irritating that the first hexcore upgrade is 1250. I get that it is the most important one (because upgraded e is nuts), but since nothing builds into it it is hard to attain early-game unless you get first blood. It's hella awkward.

If they were to just make a book build into it'd be so much better, they don't even need to make it cheaper.
