I just read up on the new item.

Dead Man's Plate: if you are a melee attacker, the target will also be slowed by 75% that decays over 1 second.

goodbye mages, hello tank meta. They already nerfed mages some, with the AP item changes. but to give the bruiser/tanks an item like this??!?!

Wow. I expect champs like darius will get a +10% win rate with this sucker :-(

And champs like freakin YASUO? !!

.......they have to build up the charge first, not to mention any CC will get rid of the charge...CC that most mages have.

I never get tired of people saying "goodbye mages hello tank meta" and then still having nidalee/fizz/viktor/etc every single match anyway.

I believe that at 100 stacks, it consumes them to slow your opponent for 1 second. Kinda cool.

The best part, though, is the momentum build-up. At 100 stacks, it increases your movement speed by 60, which is drained by CC (less with slows). Seems to be designed to actually allow brawler-style champions the ability to engage in fights, and the for anyone else, the stats are not worth the pick-up. Interesting item, although surely will have some sort of balancing issues upon release (to be expected, though).

This plate should be pretty good; the raw stats alone are very good for the price.... 600 hp and 55 armor; better than sunfire cape ever did. Then it has some decent utility

It gives you tier 2.5 boots as you run back to lane however this movespeed is pretty limited due to it dwindling away to any CC or your own auto [on champions only I hope?]

A fighter with strong enough bases like Renekton oughta love it. I'm tempted to try it on Gnar even if the slow proc doesn't apply to ranged mini Gnar (smart thinking; otherwise it would be Gnar's newest core item hehe)

It takes ~10 seconds to get to a full 100 stacks. The timing might slightly adjust based on the base moves peed you have at the time. I only tried on Mordekaiser. With that said the move speed gradually increases to 60 so you don't have to worry about getting max stacks to move fast. At 50 that's roughly 30 MS at ~5 seconds.

I initially mentioned darius. However, methinks this is an item to make garen a better jungler as well. existing, successful junglers wont get much out of it. I thought through my usual ones (xin, irelia), and it doenst really synergize well.

Potentially useful for elise. also Vi. oh dear, Vi. As if it wasnt hard enough to escape her already. UIt in, slow from item.. and then you only have to Q once that slow wears off.

read the rest of the tooltip.....its going to require positioning and timing to use effectivley.

meh. i feel like the item is trying to do too many things at once. and both the slow and the damage end up underwhelming for it. at least considering the short duration of the slow and that it only gets up to 100 damage at full stacks.

imo with the speed boost on the thing, the slow isnt really necessary. they should remove it and ramp up the damage. make the item really focused on putting on a lot of hurst when someone charges in on another champion with full stacks.

maybe the damage could turn aoe at 100 stacks instead, or just do more like have the next auto attack crit.

cc doesnt get rid of the charge, it makes it 'decay'. But I guess it comes down to how fast it charges, compared to cc cooldown.

Also, who gets things in first. If the melee flashes in and gets a hit, for example.. mage is slowed. They may get off cc, but they're still going to have difficulty getting away. So this is basically a cc counter, for 1v1 fights.
