Official response requested, on matching balance

I would like to request an official response from riot, on whether you think the following is really fair:

a level 30 (silver and above) duoing with a lowbie (most recently, level 7) and that is somehow treated for matching purposes as two level 20s or something.

their team: 30,30,30,30,7

our team: 30,30,28,23,18

This kind of setup, ALWAYS ends up as a stomp, in my experience so far. "but I want to play with my friends!" is not justification for creating a newbiestomp situation. Particularly since I think some people create low accounts SPECIFICALLY for newbie stomping parties like this.

So, I request an official statement from riot, of either:

• yes we think this is fine it's not a bug its a feature or
• huh. okay, we will tweak the matching to avoid this in future.
