Things are easily fixed this way if riot loves their new runesystem too much.

increase MR , Armor, and Health back to what it used to be years ago, buffing all tank stats on items to previous level. Decrease ALL dmg, decrease tanks dmg even more then the other champions. By decreasing dmg and increasing tankstats the game would go back to where people enjoyed it most. And no by doing what i said it wouldn't be tank meta all over again due to as I said decreasing tanks damage more then any other champion pool.

By simply increasing base Armor and Mr on Mages, Assassins, and ADCs would decrease early game damage across all classes and thus reduce snowballing.

But there is more to it then that, they have also been steadily increasing dmg they need to rewind it quite a bit.
