So, If Caitlyn were to lose the self-knockback on her net...

...but it remained otherwise mechanically the same, what would have to change? Would this be a positive change?

The reason I ask is because I was thinking about how Caitlyn is thematically supposed to be a sniper, which are not known for their mobility, so why does she have any? Shouldn't she more than any other ADC have to mind her positioning and leverage her range to her advantage?

Read her lore again: she is a sheriff, who is particularly good with a rifle - not a sniper per se.

Caitlyn's mobility is what allows her to remain at the extremity of her range in teamfights. Without the ability to reposition herself tactically, I can't really see how she'd be able to utilize her extremely long range to its fullest extent.

Snipers aren't really known as 'stand your ground and slug it out' sorts of combatants, either.

But why? She's fine with the short reposition ability, and there's not even an issue with her at the moment because of the itemization changes.

It would just nerf her senseless and there's no where else in her kit that's weak because she has that capability.

My interpretation of the net's mechanics is that it allows Caitlyn to remain mobile but limiting her to a retreat or a ineffecient chase mechanic. Caitlyn needs some form of mobility somewhere to make use of her range, that's her thing. So removing it would mean she would need mobility somewhere else to make up for it. Possible allowing her to move during her Q?

The danger of any added mobility is the possibility of allowing her chase to be too good. With her her range, allowing too much chase potential would mean she would be able to function too well against easily kitable targets and give little to no chance to retaliate or even retreat.

I'd much rather the net become a targeted skill like Quinn's vault to limit her extreme bully potential while leaving her safety.

The only way to compensate it would be to increase her dps by a lot, but then she's just really similar to Trist and Kog (and probably weaker than they are, too).

She has a unique niche atm as a long-range, early game champion. She's still strong later, but compared to other long range ADC, not so much.
