Flash shouldn't be a Summoner Spell, it should be it's own mechanic.
SO what this section is about is the summoner spell, Flash. Flash is so useful that it's practically required to pick it as one of your two spells. Unfortunately, this leaves out other combos you COULD do because Flash is too important to leave out. SO what would i do? Reduce it's range? Increase the CD? No, leave it as it is and instead, make it a perma locked space. This would be Seperate from summoner spells, so you would have that extra slot open for other summoner spells to bring more strategy. Imagine, jungle as Vi (just a random champ) and you know you have to have Smite (especially with recent changes) and you know you have to have flash. This locks down most strategies, because both of your choices are required. So give her smite and Ignite. Now she can still clear but has a good finisher on champs. Or exhast to help stick on them even more. Or Cleanse for CC. Or barrier for reactive defense. or even heal to save allies and your self. How about laners? Most (but not all) will do Ignite and Flash. And why not? Super mobility and finisher that really helps early game. But now what about the third? Teleport can help for getting back fast or going into other lanes. Or again barrier. Many possiblities open up this way. Supports can get flash, Clearvouince AND Exhast. I just think this would open up a brand new possibility to LoL.
