I had the same problem, I think it is not only based on your k/d/a ratio, but your overall performance and your teams as well (E.G: How many tower takedowns did you participate in, dragon and baron)

It's not all about KDA. CS is very low for almost 30 minutes. Don't know how often you warded, destroyed towers, ect.

30 min fight with 120 CS. that is not an S ranking
