possible fixes to trolls

So, I know I'll get flack for this, I know my past few games have been a poor showing on my part, I know players are encouraged to "innovate" but come on something really needs to be done. When you see a Jinx top and a Vayne jungle in the same game (the Jinx admitting to not even knowing how the champion works), a Yi top and Garen mid in the same game (luckily this one was a remake), an urgot adc (we won lane decently enough but team had no real ranged damage so we just got run over), a teemo mid (really only works top lane because he gets to bully the standard toplaners) in a span of like 10 games... something has to be done. I am very hesitant to suggest putting restrictions on certain types of champions to lock them into certain roles, but honestly it might solve a bit of the troll problem. Now, to balance this out with role swapping, allow a 15 second period to swap ROLES at the start of champ select during the champion declaration stage. This way if someone is literally swapping roles with another player they aren't blocked from the champions that are role locked to certain areas. Like I said, I'm hesitant to suggest this, because although it does set limits to trolling, it also limits innovation.

Edit* After further consideration, maybe make the limitations on gold and below. That is where it's a problem for these types of things, upper elos have different issues, but picks aren't really one of them. Let innovation happen in normals if you're gold or below, for plat+ you should understand the game well enough to innovate on the go.
