What happened to Vlad ?

He was my perfect skill-based matchup when i was playing Aatrox in lane vs. him.

Now, it's either i don't need Executioner's Calling vs. him. early because his heal is absurdly low/inexistent, and suddenly in the next fight he 100-0 me from one combo or goes full HP from 50% hp instantly. I mean, is it normal for a champ to have such inconsistencies in his kit ?

Idk, maybe you didn't understand his mechanics. He is really easy to counter now. First and foremost, when his meter below hp bar is near full, just stay away for 3-4 seconds from him, when he charges his E just get behind a minion. Also build some MR and he won't be doing anything to you.
