ziggs satchel charge as 26 seconds cd at rank one. ashe hawkshot had 5 cd but it had really high charge time.

Ashes hawkshot would be my guess.

Comet of Legends is longest at rank 1 that does not have charges (60/55/50/45/40).

Heightend Senses has the longest at max rank that does not have charges (tied with the two longest that do; it is 50 at all ranks).
