Need some for a late game champ early game

Singed could use some love early game, currently every match up seems to be an up hill battle solely on champ select. All range champs dumb on him, champs with movement enhancements and cc the same. He does low amounts of damage, and has no sustain. he is a chase chmapion who is slower than the people he need to run down.
