Dodging

I'm not sure if this is the right category, or how many others face this problem, but dodging. 3 out of every 5 games I try to play is dodged by some idiot who didn't get a "good champ" in aram or didn't get his lane. I understand if you have some emergency or you need to dodge, but honestly it's taking me 5 to even 20 minutes to get in game. If it's just me with the problem then just ignore this, but I'm pretty sure it's not. We need harsher punishments for people who dodge ques especially if they do it regularly.
