Gragas is in a sorry state with something like a 47% win rate AND even his mains (like moi) barely cap above 51%

his nerfs weren't necessary, at least his ult. The E CD is whatever honestly, but the ult? Nah.

Do something about this - the only lower win rate junglers are off-meta and then nidalee.
