So why isn't smurfing a reportable offense?

Like really. It's not only toxic for people who are actually new to the game but it basically kills any sort of reason to START playing.
Ask me how I know [slayer-jinx-catface]

Smurf is not inherently bad, but there are A LOT of toxic smurfs.
I don't understand how Riot can't track down the original account of smurfs to punish them.
I've had this smurf in my game literally throw it, staying AFK in base, because he knew at most what would happen is his smurf would get banned.
This statement sounds self-conflicting.
Pros to smurfing: -help your scrub friend by both of you having the same MMR (granted you start at the same time) and you can show them how to play with the same kind of champs -still play after an account gets banned kappa
Cons to smurfing: -ruins pvp for new players -toxic players smurf - self explanatory -completely skews the meaning of "rank" because captain bronze 5 over here plays with the caliber of a gold 1 -Matchmaking relying on MMR (completely archaic) gets skewed by false statistics (although this is more of a general inevitability)
Eh, I just think they need to find a way to reduce the toxicity involved from people who are using smurf accounts. I have one that I have used previously to help teach friends who were new to the game, and give them a smoother leveling experience.
People who flame while smurfing also flame on their mains. Doesn't have anything to do with smurfing lol.
HOW DOES RIOT FEEL ABOUT SMURFS? Riot does not officially condemn or condone smurfing. We understand the cases where players make new accounts in order to help teach new players the game, but are working on newer systems to provide a similar experience in a more positive way.

lmfao. Yup has to be it's the only reason I know.
Name me one game that bans you for starting over.
If anything, they should regulate that by letting you add "children" accounts to your main as to make a better matchmaking (and maybe save the damn grind to lvl 30)
I've said it before, and I'll say it again - Riot needs to allow you to buy pre-leveled 30s from one summoner name like Blizzard has with their level boosts. This would be a tough thing to implement currently, though, and wouldn't solve the problem to it's fullest. It'd get rid of the issue where genuine people want a smurf for whatever reason and are forced to level it and put new players through that kind of faceroll. Unfortunately, the worst part (Toxic players who got perma'd) would still be an issue.
Because we don't want to make it impossible for players who have lost an account to get back into the game.
Some people are one trick ponies and need to expand their champion pool or trying to learn a new role
Trust me playing something your not use to in rank for the first time is hard
Because they can't stop it.
Why would it be?
