If they arent in the shop anymore you missed them, cause they were definetly buyable already.

They went back in the vault on August 3rd, sorry :/

They will be back for Worlds though (or at least they should be), but you won't be able to grab the bundles that had the Signature loading screen borders and Summoner Icons.
