Tenacity on Leashed Spells

I've been bothered by this question for a few weeks now. For instance, LeBlanc hits you with an ethereal chains (1.5 second slow/root). I believe that if you had tenacity (say merc treads) the slow/root duration would be reduced to 0.975 seconds, but the actual tether would persist (so you'd have about half a second where you're not slowed before you're rooted). I could be wrong, but I'm just looking for clarification. This question has been bothering me for a while, and I haven't been able to find a clear answer anywhere else. I hope I put this in the right section, or this'll be a little embarrassing ._.

Tenacity doesn't work on the slow portion, but does work on the snare portion (in lb's case, because the snare isn't a tether, only the slow). Tethers aren't affected by tenacity.

LeBlanc's E (for this example) slows you as long as it's on you. Since it refreshes constantly as long as the chain hasn't been broken or procced yet, this means only swiftness boots reduce anything (those would make the slow lower). When the root happens, tenacity will reduce its duration, but until then (since the slow is constantly applied) tenacity won't change anything.
