Because several other things are overpowered. I just want to say that the changes they made were not the way to go in my opinion. Yes it can make her weaker in lane however having 5-15 less ad won't make up for the fact that you gave her an additional 4% true damage on her silver bolts. Basically she has become more snowbally because she deals just as much if not more damage than other adcs while also having the % hp damage.

now its just 2 item adc's with 40% cdr, and 100% crit yasuo, and rageblade jax, etc etc. its just more broken and demands more attention.
JustMyBassCannon2 votesShe also lost the 60 flat true damage, and because it takes 3 attacks to proc Silver Bolts, the total flat damage lost is 105. Unless a target has >2600 HP, her DPS has gone down.
Not saying she's fine as is, just putting the facts together.

She can build Firecannon and Shyv and outdamage other ADCs with an Infinity Edge and Shyv
