Why do I feel like Stormrazor is a trap?

The item is designed to "enhance" the energize build, but you're paying for an active that you lose by building any other energized item in compensation for 33% enhancement? On top of that, the item is directly inefficient gold for gold without passives . . . On top of that, it's a 3100 gold sink. I guess I'm trying really hard to understand why I'd buy this 3rd item for an extra 33% oomph to RFC's range + a 40% slow. When I can just spend a little more for an I.E and be more useful and efficient overall? For 300 gold you get an item that on its own is 20% more gold efficient WITHOUT a passive + passive is continuous, and does not require a wind up, and enhances crit permanently. If you go the shiv route, it also enhances its damage and not BOUNCES, making it a more effective buy regardless . . .

I'm just trying to understand why you'd ever buy Stormrazor instead of saving another 300 gold to buy a completely better item.

Only champion who can use it and not be trolling is Kai'Sa.

you don't, unless your kit synergizes really well with the item there is no reason to get it ever. It's too expensive and there aren't enough "energize" items that make it worth it. Since every one is a crit item there is no point in picking it over IE or even ER. Stormrazor either needs to give crit so you can actually fit it in crit builds, become cheaper, give better stats overall, more items that it can synergize with or a mix of the above. Otherwise the item is just not worth it for anyone but Kai'sa
