If it is today it would usually be around 11AM PST which is in a half hour. I'm still feeling it will be tomorrow as that is when the next PBE cycle will start up and they have been revealing things shortly before that gets pushed out.

Usually the champion/rework reveals happen in the afternoon on tuesday.

My guess is it could be sometime later today (Slight chance of it happening today), otherwise it should be out tomorrow since PBE is being updated tomorrow (1/23/18) for the next cycle (8.3).
