viktor nerfs on PBE

you dont understand what makes top lane viktor problematic. it isn't his damage. it's his q cooldown. it's so low that even with no cdr he has an almost permanent shield. that is why he does such obscene damage. and once he upgrades his q, he also gets a near permanent movement speed boost. his insane damage comes from his q's lack of a reasonable cooldown, not the ability's actual damage. please increase the cooldown of his q.
