I want to start a challenger team one day. question about rules on teammates

i want to start a challenger team to fight for a spot in the LCS. one day

my good friend who is extremely good at dota 2 and plays that mostly. im thinking of bringing him to my team if i ever get it started up. he has agreed to join me. hes a god at any game and i actually like him playing dota 2 for practice.

when you play in challenger league. does my friend have to use his "account" in the games which has almost no runes, few champions, is level 30, and he got it to diamond 3 effortlessly just goofing around in less than 100 games?

but in the "challenger" games does he has to play on that account with no runes and champions? shouldnt he have access to all runes and champs to make it fair?

how does that work?
